As far as I know, his teeth weren't broken.
There is no vet with exp in rodent dentistry. I'm in an Eastern European country, most vets probably didn't even see a guinea pig. The second vet, who is more knowledgeable on the subject compared to my regular vet, basically told me that if he has surgery he's going to die.

He may have broken it. See if you can gently pull it out.
It should regrow pretty quickly. Keep an eye on the length of the top tooth on that side -- it may ultimately need to be trimmed if it overgrows too much while it doesn't have an opposing tooth to keep it ground down.

So Noty's tooth is almost fully grown again, but his remaining 3 front teeth look even more wonky now.
When his tooth fell and I went to the vet to check on him, the vet cut a bit from him other one also. She cut a bit too much and he was left with a 0.5cm gap between his remaining bottom tooth and his up ones. Now his remaining bottom tooth grew back, but his upper teeth kinda curled inwards and his bottom on is grinding OVER the upper ones. I can try to take pictures if that doesn't make sense.
I decided I should probably level all his teeth off to be straight by the time his bottom tooth finishes growing. But because I know it's hard to control how much you cut with the pinch(?) I thought it might be better to file them.
Unfortunately neither vet#1 or vet#2 have a file so I asked around and found a vet who says they are expert in exotic pets. This vet said they could file his front teeth but he would need to be put under anesthesia. I obviously won't do that, but is it true? Nowhere on the internet where I read about using a file on the front tooth did it say they needed to be anesthetized. They said I should make an appointment and have them check Noty out, but do they sound like they know what they're talking about, should I go to them?

If they use a Dremel-type tool to grind down the teeth, they may feel that it's less stressful and safer to have the pig lightly sedated. This likely isn't a full anesthesia as used in surgery; just enough to keep the guinea pig from moving around too much (some vets insist on this for x-rays as well). You can confirm this with the vet. I would also just verify that the vet has done this successfully (preferably a number of times) with other small animals.

If you have enough money and you re not too far away, I recommend you to drive to Ljubljana, Slovenia (if you have any more pigs and you Will need vet) or Vienna(Austria) and as rjespicer once wrote you also got Venice(Italy) -all locations have very experienced vets...you ve also got Germany.

I'm in Romania. I found a vet who has done this before successfully, had Noty put under GA to file his teeth. When I took him home he was still sleeping, but giving signs of waking up. Then 2 or 3 hours later he suddenly opened his mouth and screamed and died. The vet thinks it must have been some other condition, not the anesthesia. When he stopped breathing I did chest compressions for 10 minutes. Now I am thinking back on every decision I took for the past months and everything seems wrong.
I fed him 3 or 4 hours before the surgery, could that have been why?

No. Pigs can eat before surgeries. Dogs and cats cant(as far as I know or somebody Will correct me) few hours before.
The vet left him home waytoo early. In my oppinion..They did that with my cat when I was still too Young to know, but our Bob survived, later on when i was older i realized that, i was Quite angry, but as I said he survived this, so..whatever..but if cats have +9lives.. pigs have -3, so..you cant compare that and i dont want too.. I am sorry, again.. dont know how educated are vets in Romania..

Thank you for putting at least that fear to rest. I was just thinking that if I would have stayed with Noty at the vet for a few more hours that wouldn't have happened but instead I couldn't wait to get home.
Just this morning he was running all over, eating (I was syringe feeding him) and trying to eat on his own and drinking lots of water. I had many treats for him and other nice things he would have enjoyed after getting better. I don't know what to do now. He didn't want to die, his time wasn't here yet.
There is a specialist doctor in Bucharest, the capital, but since I don't drive that would have been a 6h trip there and either come back or stay in a hotel for a night, so I decided against it, I thought it would be worse for Noty. I regret that now.
